The Prime Minister must confirm whether the Attorney-General's Chambers (AGC) has the sanction of the Cabinet to consider amending the Official Secrets Act (OSC).

KUALA LUMPUR: The question that must be addressed immediately, said suspended Gelang Patah MP Lim Kit Siang in a statement, was whether the Attorney-General’s Chambers (AGC) has the sanction of the Prime Minister and the Cabinet to consider amending the Official Secrets Act (OSC).

“Attorney-General Mohd Apandi Ali, under his proposals to amend the OSA, plans to increase penalties.”

“He wants to include life imprisonment and 10 strokes of the rotan and widen the ambit to punish journalists and editors.”

Lim, who is also DAP Parliamentary Leader, wants Prime Minister Najib Abdul Razak to declare without equivocation whether Apandi Ali had his authority and sanction to make the OSA even more draconian and repressive.

“Apandi Ali’s proposals will cast a long shadow on press freedom and democratic liberties in Malaysia.”

Lim was commenting on Apandi Ali’s interview with Sin Chew Daily on Sunday on proposed amendments to the OSA. “It deserves fuller dissection and analysis.”

“For the moment, what warrants immediate response was the AG mulling laws to increase the punishment not only for those who leak state secrets but journalists who report them.”

Apandi Ali has allowed a rare but very insightful though frightening peep into his mind in his interview with the Sin Chew Daily, he warned. “This must be the first time that the AG has expressed admiration and envy for the laws and system in China.”

“It had never been done by his predecessors.”

Apandi Ali’s justification for draconian amendments to the OSA, quoting the Chinese “death sentence” for leaks of official secrets, said Lim, must be kept in perspective.

“A person like Najib would not have survived as China’s top leader with two mega scandals swirling around him, causing the country to be named No. 3 in the list of the world’s ‘worst corruption scandals in 2015′, and also the subject of investigation by seven different countries and the Federal Bureau of Investigations (FBI) on whether he’s a kleptocrat.”

Lim expressed confidence that Apandi Ali would not dare to say that someone like Najib would have survived the Chinese communist system to remain in the top leadership hierarchy.
